The Nevada Certified
Public Manager Program received its accreditation in September 2005! We
are very proud of the success of this innovative, cutting-edge program
and want to thank both the participants and their agencies/departments
for their support. The graduation for the inaugural class was held on
November 8, 2005

highlights. The second CPM class started their program in Carson City
on August 1st and in Las Vegas on August 29th.
SEXUAL HARASSMENT
PREVENTION TRAINING
All employees are
required to attend sexual harassment prevention training within six
months of appointment and attend a refresher course at least once every
two years. Registration for the required sexual harassment training can
be completed via the Internet at
http://neats.state.nv.us/NEATS/. The employee’s Internal ID# (the
number used on your timesheet) will be accepted as your first login.
NEATS will then direct you to establish a new password.
If you are new to using
the NEATS/EDM class enrollment system, the Office of Employee
Development within the Department of Personnel offers 3 different
classes for NEATS/EDM users. They are “NEATS/EDM for Employees”, …” for
Instructors”, and “…for Administrators.” You may use NEATS/EDM to
review and enroll in one or more of the classes or you may check with
your agency’s training representative for further details. Please
access Course Information and Enrollment via the TRAINING link at
the top of this web page and then select NEATS/EDM to view class
locations and dates.
Employees that requested the use of annual leave by October 15th
and were denied the usage, will be paid the lesser of the hours
requested or the hours otherwise forfeited on the pay check of January
26, 2007. Forfeiture of annual leave balances in excess of 240 hours
will occur with the processing of the payroll check of January 26,
2007. NDF Firefighters working 112 hours biweekly and Professional
Teaching Parents working 120 or 160 hours biweekly have a greater annual
leave forfeiture threshold. An NDF Firefighter working 112 hours
biweekly will forfeit annual leave in excess of 336 hours. A
Professional Teaching Parent working 120 hours biweekly will forfeit
annual leave in excess of 360 hours and a Professional Teaching Parent
working 160 hours biweekly will forfeit annual leave in excess of 480
hours.
The
transfer of regular sick leave to special sick leave will also occur
with the processing of the payroll check of January 26, 2007. Employees
with a regular sick leave balance of 720 hours on December 31st
will have regular sick leave hours transferred to special sick
leave hours if the number of sick leave hours used during the calendar
year is less than the number of sick leave hours earned during the
calendar year. Essentially what occurs is employees with a balance of
720 hours or more are identified. A calculation of sick leave hours
earned less sick leave hours used is done to determine how many of the
earned hours were unused. Half of the earned hours that were unused
will then be transferred from the regular sick leave balance to the
special sick leave balance. For example, if an employee earns 120 hours
of sick leave and only uses 10 hours of sick leave, the number of unused
earned hours is 110. Half of this amount or 55 hours is transferred
from the employee’s regular sick leave balance to the employee’s special
sick leave balance.
NAC
284.504 requires an employee of the State who performs work involving
the preparation of forms for the Records or Payroll sections of the
Department of Personnel to be certified in the preparation of those
forms and their related procedures. Continued certification is required
every two years. The Department of Personnel has scheduled the first
Payroll Certification class for 2007 on March 6 and 7. Enrollment can
be completed via NEATS.
W-2’s will
be distributed with the payroll check dated January 26, 2007. If a W-2
is lost, a written, signed request must be sent to Central Payroll –
Department of Personnel, via your agency payroll clerk. If you are an
employee of the university system, the Public Employees Retirement
System or the Department of Transportation, please contact your agency
payroll clerk for appropriate procedures.
Employees
claiming exemption from federal income tax withholding must submit a new
Form W-4 for the current calendar year. Any Form W-4 submitted in the
previous calendar year claiming exemption from withholding expires
February 16, 2006. If a new Form W-4 is not submitted, taxes will be
withheld as if the employee is single with zero withholding allowances.
Form W-4 should be submitted to Central Payroll – Department of
Personnel, via your agency payroll clerk. If you are an employee of the
university system, the Public Employees Retirement System or the
Department of Transportation, please contact your agency payroll clerk
for appropriate procedures.
Records
Certification Training
NAC 284.504 requires an employee of the State who

Payroll sections of the Department of Personnel to be certified in the
preparation of those forms and their related procedures. Continued
certification is required every two years. Beginning 2006 the Records
Certification class will consist of 2 classes. One for employees who
are new to completing Central Records forms which will be 1 ½ days, and
the other will be a recertified course (1/2 day) for those who need to
be recertified per NAC 284.504. Scheduled classes for 2007 can be found
